Chemical Attack Prevention Act (H.R. 726) [PDF]
Abstract: Representative Engel (D-NY) proposed this bill to the 108th Congress. The bill requires a license from the Secretary of Commerce to purchase, sell, or distribute in interstate commerce any Schedule I or Schedule II chemical agent (as defined in the Chemical Weapons Convention Implementation Act of 1998). It defines such chemical agents as chemical weapons precursors, allows the Secretary to revoke licenses, and requires the licensee to make available to law enforcement authorities records of the purchase, sale, or distribution of chemical weapons precursors and to report any suspicious purchases of such items. Chemical Security Act of 2003 (S.157) [PDF]
Abstract: Senator John Corzine (D-NJ) proposed this bill to the 108th Congress. This bill proposes some measures to reduce potential impacts through prevention efforts. It directs the Administrator of the Environmental Protection Agency to promulgate regulations to: (1) designate certain combinations of chemical sources and substances of concern as high priority categories based on the severity of the threat posed by an unauthorized release from chemical sources; and (2) require each owner and operator of a high priority category chemical source to conduct an assessment of the vulnerability of the source to a terrorist attack or other unauthorized release, identify hazards that may result from such release, and prepare a prevention, preparedness, and response plan. Design for the Environment (DfE) Computer Display Partnership
Abstract: The DfE Computer Display Partnership, along with the electronics industry, evaluated the life-cycle environmental impacts, performance, and cost of technologies that are used in desktop computer monitors?namely, cathode ray tubes (CRT) and liquid crystal displays (LCD). This project generated data to assist original equipment manufacturers (OEMs) and suppliers in the electronics field in incorporating environmental considerations into their decision-making processes and identify areas for improvement. This project combined both the Life-Cycle Assessment (LCA) and the Cleaner Technologies Substitutes Assessment (CTSA) approaches to analyze the environmental impacts, performance, and cost of both CRT and LCD desktop monitors.

Abstract: To address the information gap on the environmental impacts of leaded and lead-free solders, EPA's DfE Program has entered into a voluntary partnership with representatives of the electronics industry and other interested parties to evaluate the environmental impacts of tin-lead and lead-free solders (see the Partners page of this website for more information on project partners). Electricity Sector Information Sharing and Analysis Center (ESISAC)
Abstract: Operated by the North American Electric Reliability Council (NERC), the ESISAC serves the Electricity Sector by facilitating communications between electric sector participants, federal government and other critical infrastructure industries. Abstract: This guidance is designed as an aid to operators of food establishments (i.e. firms that produce, process, store, repack, relabel, distribute, or transport food or food ingredients or that prepare or distribute food at retail). The Printer's One Plan Approach to the OSHA Hazard Communication Program, the EPA Emergency Response Plan, and the EPA Risk Management Plan
Abstract: Virtually all printers are required by the Occupational Safety and Health Administration (OSHA) to develop a written Hazard Communication Program, and most printers are required by OSHA to develop a written Emergency Action and Fire Prevention Plan. However, only a portion of the printers in the United States are required by the Environmental Protection Agency (EPA) to develop an Emergency Response Plan, and even fewer are required to comply with the Section 112(r) regulations that went into affect June 21, 1999 which requires affected facilities to develop a Risk Management Plan. This fact sheet briefly discusses the elements of each set of rules and then explains how printers can satisfy each of these requirements (as applicable) in one written plan.

U.S. EPA: Risk Management Program
Abstract: The Risk Management Program Rule requires that companies that use certain flammable and toxic substances to develop a Risk Management Program (RMP). RMPs include hazard assessments, prevention programs and emergency response programs. The Risk Management Program is about reducing chemical risk at the local level. This information helps local fire, police, and emergency response personnel (who must prepare for and respond to chemical accidents), and is useful to citizens in understanding the chemical hazards in communities.
